Procurement Policy Note 06/19: New Thresholds 2020 · first published 5 December 2019
This Procurement Policy Note (PPN) gave advance notice of updated contract value thresholds — the trigger points above which full public procurement rules apply — effective from 1 January 2020. It covered thresholds under four sets of regulations: the Public Contracts Regulations 2015, Utilities Contracts Regulations 2016, Concession Contracts Regulations 2016, and the Defence and Security Public Procurement Regulations 2011. It applied to central government departments, their executive agencies, and non-departmental public bodies (NDPBs). It is now explicitly out of date. Small businesses should look at PPN 10/21 (Thresholds and Inclusion of VAT) for the current rules.
WHO THIS APPLIES TO
THE ENKII VIEW
Because this PPN has been superseded by PPN 10/21, it carries no live guidance for SMEs bidding today. The thresholds it set have since been revised, and acting on the numbers in this document could cause a small business to misjudge whether a contract triggers full procurement rules. The only action needed is to locate and read PPN 10/21.
1. Discard any threshold figures from PPN 06/19 and read PPN 10/21 (Thresholds & Inclusion of VAT) to get the current, in-force contract value thresholds.
All SMEs who previously read or relied on PPN 06/19 — The document explicitly states it is out of date and directs readers to PPN 10/21, meaning any threshold figures here may be incorrect for current bids.
