PPN 10/11 · UPDATED 31 JANUARY 2023

PPN 10/11 is superseded — it set 2012–2013 procurement thresholds that are now out of date; refer to PPN 10/21 instead.

Procurement policy note 10/11: new threshold levels for 2012 and changes in the use of the accelerated restricted procedure · first published 12 December 2011

What it says, in plain English

PPN 10/11 set the European Union (EU) procurement threshold levels that applied from 1 January 2012 to 31 December 2013, and also covered changes to the use of the accelerated restricted procedure. The GOV.UK page explicitly states this document is now out of date. Small businesses should not rely on the thresholds or procedural rules in this note. The current, relevant document is PPN 10/21: Thresholds and Inclusion of VAT.

WHO THIS APPLIES TO

Applies from
1 January 2012

THE ENKII VIEW

This document is historic and superseded — there is no actionable opportunity or risk for SMEs bidding today. The only relevant action is to go to PPN 10/21 for current threshold rules. Relying on the figures in this note would give a small business an incorrect picture of which contracts trigger formal procurement procedures.

What a small business should do about it

1. Discard PPN 10/11 and look up PPN 10/21 (Thresholds & Inclusion of VAT) for the current, in-force procurement threshold levels.

All suppliers and SMEsThe GOV.UK page explicitly states 'This Procurement Policy Note (PPN) is now out of date. Please refer to PPN 10/21: Thresholds & Inclusion of VAT' — using the old thresholds could lead a business to misidentify whether a contract requires a formal procurement process.

The rules, anchored to the text
