For SMEs, the pipeline's biggest opportunity lies in the cluster of research, evaluation, communications, and digital services contracts — many in the £35k–£750k range that is squarely SME-accessible. Because almost every contract is routed through a framework, getting onto the right Crown Commercial Service (CCS) or other framework before procurement starts is the critical gate.
