We read the whole rulebook.

Every Procurement Policy Note the government publishes, read the day it lands and analysed for what actually moved — rules double, tighten, and appear. Every figure below is quote-anchored to the official text; where a rule has no movement to show, we show nothing rather than invent one. Worked example throughout: PPN 026 — the Social Value Model.

01 — the movement chart

The doubling, drawn.

A step, not a curve: the minimum social value weighting holds at 10% for 104 more days, then jumps to 20% on contracts over £5m. The shaded block is the ten points of score that appear overnight — that block is the reason to build an evidence bank now.

Applies toCentral government contracts of £1m+ commenced on or after 1 Jan 2027. £1m–£5m holds at 10%.

02 — the scope scan

Who it binds, in two seconds.

The honesty centrepiece. Struck-through rows are as load-bearing as the live ones: most SMEs reading this are selling to a buyer that isn't bound, and saying so is what makes the rest credible.

Worked examplePPN 026 scope — every briefing carries its own scan.
Binds
  • Central government departments20% over £5m
  • Their executive agencies20% over £5m
  • Non-departmental public bodies20% over £5m
  • Same buyers, £1m–£5m contractsholds at 10%
Does not bind
  • Local authoritiesnot in scope
  • Housing associationsnot in scope

  • Wider public sectorencouraged only

Effective 1 January 2027 · applies to procurements commenced on or after that date. Guidance addressed to central government has a history of trickling downhill — wider adoption is encouraged, not required.

03 — the composition bar

Fewer boxes, ticked properly.

The number is not the interesting part; the diet is. One bar becomes another: a buffet of themes narrows to two, and the two that survive are the ones an SME can actually evidence.

What changed2020 model (5 themes) → 2027 model (2 outcomes, 6 criteria).

Widths show relative weight within each model, not comparable score totals — the total itself doubles (module 01).

04 — the horizon strip

Rules ahead.

Dated, countable, and always anchored to today. The emerald run is what's already in force; everything right of the marker is lead time you still have.

ComputedCounters derive from the effective date on each brief — no hand-maintained calendar.

05 — lineage lanes

Which way each rule is moving.

One row per lineage: the verb, the figures, the shape of the change, the date it bites. Rules with no movement figure yet don't get a lane — empty lanes never render.

06 — the register pulse

Every rule, the day it lands.

One square per briefed document, ordered by publication. Freshness is the differentiator, so it gets a graphic: the corpus reads twice a day and the newest square is always the top-left one.
