UK public sector spends £2.5 billion a year on management consulting alone, plus billions on legal, accountancy, audit, research, and specialist advisory work. The main frameworks are MCF (Management Consultancy Framework) with six lots including SME-reserved sub-lots, G-Cloud Lot 4 for cloud-adjacent advisory, and DOS for tech-adjacent specialist work. Cyber Essentials + ISO 9001 + professional indemnity insurance are baseline.

The UK professional services procurement landscape

Professional services is one of the largest single procurement categories in UK government — covering management consulting, financial advisory, legal services, audit, research, training, programme management, and specialist technical advice. Crown Commercial Service's Management Consultancy Framework (MCF) alone channels several billion pounds a year across central government.

The dynamics favour specialist SMEs more than they used to. The government has actively reduced reliance on the Big Four and major Tier-1 consultancies, with specific SME-spend targets and explicit framework lots reserved for smaller firms. Specialist boutiques routinely win project-level work that would have gone to McKinsey or Accenture a decade ago.

The barrier for SMEs isn't capability — it's framework access and credibility signalling. Without the right framework membership and the right certifications, your bid doesn't get read.

Baseline certifications and credentials

  • ISO 9001 — quality management. Standard PQQ requirement across professional services frameworks.
  • Cyber Essentials — mandatory for any contract involving government data. Virtually all professional services contracts qualify.
  • ISO 27001 — information security. Increasingly required where deliverables involve sensitive data analysis.

The frameworks that matter

Management Consultancy Framework (MCF)

MCF is Crown Commercial Service's flagship management consultancy framework, replaced ConsultancyONE in 2022. Six lots: Business, Procurement, Finance, Strategy & Policy, Workforce, and Complex & Transformation. Several lots have SME-only sub-lots reserved for smaller suppliers. Framework refreshes roughly every four years.

G-Cloud Lot 4 (Cloud Support Services)

Includes consulting and advisory services where the deliverable supports a cloud service. Less competitive than dedicated consulting frameworks because it's primarily known as a tech framework — specialist firms with a digital angle can find significant work here without competing against the Tier-1 management consultancies. Digital Outcomes and Specialists (DOS)

For technology-adjacent advisory work — user research, service design, agile delivery support, programme assurance. Particularly favourable to specialist SMEs. Day-rate work, smaller average contract sizes than MCF.

Direct procurement and call-offs

Below-threshold consultancy contracts (under £138K for services) can be directly procured. Many specialist SMEs build their public sector practice through small below-threshold contracts that don't appear on Find a Tender, then graduate to framework call-offs once they have a public sector track record.

Where SMEs win against the Big Four

Specialism. Tier-1 consultancies are generalists. Specialist boutiques win when the buyer needs deep expertise in a narrow domain — climate adaptation, AI deployment, public health analytics, specific regulatory frameworks, niche technology assessments. Position your bid around the specialism that makes you objectively better-placed than a generalist.

Speed and access to partners. Tier-1 staffing on a £200K project typically gives you a senior manager and three associates. The SME equivalent often delivers the equivalent work with two partners directly involved. Highlight partner-level delivery as a feature.

Social value. Smaller, often locally-rooted firms commit more credibly to social value than national chains. Frequently asked questions

Do I need MCF to win government consulting work?

No — but it helps. Many large central government consulting projects are routed through MCF. Departments also direct-award below-threshold work and use ad-hoc procurement above. If you have the resources for an MCF application (5–8 weeks of effort), the framework places that follow tend to repay it within a year.

Is G-Cloud Lot 4 a good route for non-tech consultancies?

Only if your deliverable genuinely supports a cloud service. Buyers using Lot 4 expect a digital angle. For pure advisory work with no tech tie-in, MCF or DOS is the right framework.

Can a sole-trader consultant win government contracts?

Yes — and it's becoming more common. Sole traders win through DOS, direct below-threshold contracts, and via tier-one subcontract relationships. Your professional indemnity insurance needs to scale with contract value, but the rest of the cert stack (ISO 9001 + Cyber Essentials) is achievable as a one-person business.

What's the difference between MCF and ConsultancyONE?

ConsultancyONE was the predecessor framework, ran 2015–2022. MCF replaced it with broader scope, more lots, and SME-reserved capacity. ConsultancyONE places no longer exist; the current framework is MCF (refreshed periodically).
