A notice names its buyer however the authority likes. The register holds one legal entity.
Each French buyer on ENKII is looked up in INSEE Sirene, the national register of legal entities, and the tender page states what it finds: the registered name and SIREN, the legal form (commune, département, métropole, public hospital, company), the staff band, when it was registered and where it is based. So “Ville de Lyon” reads as what it is — a commune of over 10,000 staff, registered since 1982 — before you decide whether to bid.
