COMMITTEE INTELLIGENCE · UK COUNCILS

Decided in committee — before any tender

Councils decide what they will buy in cabinet and committee meetings, months before a tender notice appears. ENKII reads their published committee papers and structures every procurement decision: 608 declared procurement intents, 2,271 budget moves and 449 notes on how each council buys, from 1,679 decoded documents.

Councils we read

Every council links to what it decided — procurement approvals, budget moves, extensions and buying posture, each anchored to a published committee paper.

The method

How this works

Councils publish their committee agendas, reports and minutes as public meeting records. ENKII collects those documents nightly, reads each one, and structures what it contains: approvals to procure (with the stated route and timeline), money moved between budgets, contract extensions and waivers, and the qualification asks that show how a council buys. Every structured fact is anchored to the council's own words in the source document.

Source: each council's own published committee papers (public meeting records). Signed-in users see the decoded documents in full — the committee's wording, stated values, and a link to the source paper.

For suppliers

The buying is decided before the notice appears

By the time a tender is published, incumbents have known for months. ENKII shows you the committee decision the day the papers are published — with the stated value, the chosen route, and time to get ready before the field forms.
